This civil preparedness guide provides State Emergency Management Agency personnel with a uniform guide to developing and reviewing State and local emergency operations plans to comply with eligibility requirements to receive Emergency Management Assistance funding.
Abstract
The manual includes planning criteria from the 12 Federal publications that focus on preparedness and emergency response planning. The users of the guide can use the checklist provided to examine and review the complete range of recommended and mandatory planning criteria that apply to the emergency operations plans. The manual supports the Integrated Emergency Management System approach to planning for multiple hazards. It clarifies the planning considerations that are common to multiple hazards, details the mandatory provisions for nuclear attacks, and identifies the unique planning considerations associated with natural and technological hazards. It also sets basic policy for the activities associated with the development and review of emergency plans. Checklist and appended forms
