Abstract
AN INTRODUCTORY SECTUIB DESCRUBES SINE IMPORTANT AMENDMENTS ANND ADDITIONS TO THE 1974 LAW MANDATING A STATEWIDE 911 EMERGENCY SYSTEM. STEPS FUNDAMENTAL TO THE PLANNING PROCESS INCLUDED FORMING A 911 PLANNING COMMITTEE, WORKING WITH THE ENGINEERING STAFF OF THE DIVISION OF COMMUNICATIONS, AND COORDINATING THE STATEWIDE PLAN WITH 19 TELEPHONE COMPANIES AND WITH THE FLORIDA PUBLIC SERVICE COMMISSION. AN OVERVIEW OF 911 IN FLORIDA OUTLINES 911 BENEFITS TO THE PUBLIC, THE VIEW OF LOCAL GOVERNMENTS IN PLANNING FOR 911, AND THE STATE ROLE IN FORMULATING RELEVANT POLICIES. ALSO DISCUSSED ARE THE DESIGN OF A 911 SYSTEM CONFIGURATION AND SELECTIVE ROUTING. THE THREE ORGANIZATIONAL REQUIREMENTS OF RESOURCE MANAGEMENT EFFECTIVENESS, MAINTAINING A HIGH LEVEL OF PUBLIC SERVICE, AND PUBLIC ACCOUNTABILITY ARE DETAILED. SUBVENTION AS A STATE POLICY TO MEET COSTS, THE STATEWIDE IMPLEMENTATION SCHEDULE, AND THREE SPECIFIC AREAS OF THE STATE 911 LAW ARE ALSO COVERED. THE MAJOR PORTION OF THE PLAN OUTLINES 67 COUNTY 911 PLANS AND THEIR SYSTEM CONFIGURATIONS AS APPROVED FOR IMPLEMENTATION BY THE DIVISION OF COMMUNICATIONS. ALL PLANS FOLLOW THE SAME FORMAT, AND ARE ARRANGED IN ALPH-NUMERICAL ORDER TO FACILITATE LOCATING INDIVIDUAL COUNTY PLANS AND INDIVIDUAL AREAS WITHIN EACH PLAN.
