DESCRIPTION AND ANALYSIS OF THE FIRST TEN MONTHS OF THIS PROGRAM DESIGNED TO DETERMINE THE CHARACTERISTICS OF PROGRAM PARTICIPANTS, OF THOSE FOR WHOM ESCAPE WARRANTS WERE ISSUED, AND OF THOSE WHO ENCOUNTERED DIFFICULTY.
Abstract
A STATISTICAL COMPARISON OF THE RESIDENT POPULATION AND THE FURLOUGH POPULATION PROVIDES A PROFILE OF PROGRAM PARTICIPANTS. INCLUDED IN THIS COMPARISON IS A DISCUSSION OF ESCAPEES. OUT OF 1943 INDIVIDUALS ONLY 94 FURLOUGHEES, OR 1.7 PERCENT, FAILED TO RETURN; THREE RELIABLE RISK CATEGORIES COULD NOT BE DEVELOPED. THOSE FURLOUGHEES WHO ENCOUNTERED DIFFICULTY ACCOUNTED FOR LESS THAN EIGHT PERCENT OF THE TOTAL FURLOUGHS GRANTED. FOUR VARIABLES WERE FOUND TO BE STRONGLY ASSOCIATED WITH ENCOUNTERING DIFFICULTY - OFFENSE, MONTHS TO PAROLE ELIGIBILITY, AGE AT FURLOUGH, AND HISTORY OF DRUG ABUSE. A PREDICTIVE ATTRIBUTE ANALYSIS PROVIDES AN EXPECTED DIFFICULTY RATE FOR THE FURLOUGH POPLATION BY INSTITUTION. STATISTICAL ANALYSIS PROVIDES EXPECTED DIFFICULTY RATE FOR POPULATION SUBCLASSIFICATIONS. (AUTHOR ABSTRACT MODIFIED)
