Annotation

Ten inmates have escaped from the Dutchman Correctional Institution (DCI) since it opened in October 1980 in South Carolina. Had funds been available to employ DCI staff at an earlier date and thereby provide them with greater and more appropriate inservice training, less escapes from DCI probably would have occurred.

Abstract

Because adequate funds were not allocated, DCI opened with 49 positions less than had been originally requested. Additionally, the hiring schedule did not afford adequate inservice training for the security personnel. When DCI opened, over one-half of its line security staff were very inexperienced and had received insufficient training. Data tables and copies of press clippings concerned with escapes from DCI are provided. (Author summary modified)
