PRESENTATIONS AND DISCUSSIONS AT GREAT BRITAIN'S 1978 DITCHLEY CONFERENCE ON JUVENILES AND THE POLICE ARE SUMMARIZED.
Abstract
THE CONFERENCE WAS ATTENDED BY REPRESENTATIVES OF BOTH THE HOME OFFICE AND POLICE AGENCIES. THE CONFERENCE NOTED THE RISING INCIDENCE OF JUVENILE CRIME, THE NEED FOR COOPERATION AMONG AGENCIES AND BODIES CONCERNED WITH YOUNG PEOPLE, AND THE MAIN ROLE OF THE POLICE CRIME PREVENTION. JUVENILE CRIME PREVENTION MEASURES APPROPRIATE FOR POLICE INCLUDE WORKING WITH SCHOOLS AND YOUTH CLUBS, HELPING OTHER AGENCIES IDENTIFY YOUNG CHILDREN AT HIGH RISK OF ANTISOCIAL BEHAVIOR, AND WORKING WITH JUVENILE OFFENDERS, PROBATION OFFICERS, AND MAGISTRATES TO TRY TO PREVENT RECIDIVISM AMONG JUVENILES. FOR A SMALL HARD CORE OF REPEAT OFFENDERS, HOWEVER, THESE MEASURES MAY NOT BE EFFECTIVE AND PHYSICALLY SECURE ACCOMODATIONS ARE NEEDED TO PROTECT THE COMMUNITY. INCREASED FUNDING WOULD PERMIT EXPANDED EFFORTS TO COUNTERACT JUVENILE DELINQUENCY. FURTHER DISCUSSIONS AMONG CONCERNED AGENCIES TO IMPLEMENT THE CONFERENCE PROPOSALS ARE ANTICIPATED. A BACKGROUND PAPER PRESENTS FIGURES, TABLES, AND A REFERENCE LIST. A LIST OF CONFERENCE PARTICIPANTS AND COMMENTS ON THE 1969 CHILDREN AND YOUNG PERSONS ACT ARE PROVIDED. (CFW)
