Abstract
THE INFORMATION IN THIS CASE STUDY WAS COLLECTED THROUGH INTERVIEWS AND THROUGH DOCUMENTS PROVIDED BY THE STATE OF UTAH. BACKGROUND INFORMATION ON UTAH INCLUDES DEMOGRAPHY, REPORTED CRIME RATES, THE CRIMINAL JUSTICE SYSTEM, AND CRIMINAL JUSTICE PLANNING. THE STUDY DESCRIBES METHODS FOR DEVELOPMENT OF STANDARDS AND GOALS AND PLANS FOR IMPLEMENTATION. THESE STANDARDS APPLIED TO CORRECTIONS, JUDICIAL SYSTEMS, INFORMATION SYSTEMS, POLICE, COMMUNITY CRIME PREVENTION, AND OTHER PROJECTS. THE REPORT INCLUDES AN ASSESSMENT BY PARTICIPANTS OF THE MAJOR STRENGTHS AND WEAKNESSES OF THE PROCESS. AN APPENDIX PROVIDES CASE STUDY INTERVIEWEES, TASK FORCE MEMBERSHIP, RULES OF PROCEDURE FOR STANDARDS AND GOALS TASK FORCES, AS WELL AS A SAMPLE STAFF BACKGROUND REPORT.
