INITIAL RESEARCH AND PRELIMINARY SITE VISITS CONDUCTED AS PART OF AN APPRAISAL OF THE COORDINATION FUNCTION AND ACTION-ORIENTED COMPONENTS OF THREE COUNTY NARCOTICS PROJECTS.
Abstract
THE ALAMEDA AND CONTRA COSTA COUNTY PROJECTS INCLUDE A COORDINATION COMPONENT AND ACTION-ORIENTED COMPONENTS. THE ACTION-ORIENTED COMPONENTS RELATE TO DRUG ABUSE EDUCATION, PREVENTION, TREATMENT AND REHABILITATION. THE SANTA CLARA COUNTY PROJECT HAS ONLY A COORDINATION COMPONENT. THE INITIAL RESEARCH AND PRELIMINARY SITE VISITS WERE INTENDED TO YIELD INFORMATION TO DEFINE THE SCOPE AND DIRECTION OF THE REST OF THE EVALUATION. THE HISTORY OF THE NARCOTICS COORDINATION PROJECTS IN EACH COUNTY IS DISCUSSED. CONSTRAINTS ON THE EVALUATION EFFORT ARE DETAILED. IN ADDITION, THE REMAINING STEPS IN THE EVALUATION ARE OUTLINED, ALONG WITH THE PROPOSED WORK SCHEDULE. ALTERNATIVE EVALUATION METHODOLOGIES ARE ALSO DISCUSSED. THE APPENDIX INCLUDES A BIBLIOGRAPHY AND THE QUESTIONNAIRE USED IN THE PRELIMINARY VISITS. FOR THE INTERIM REPORT ON THIS EVALUATION PROCESS, SEE NCJ-15579. FOR THE FINAL REPORT, SEE NCJ-15588.
