RECOMMENDATIONS AND BACKGROUND DATA FOR CORRECTIONAL REFORM IN ADULT DETENTION AND TREATMENT.
Abstract
THIS REPORT CALLS FOR A UNIFORM POLICY FOR ALL CORRECTIONAL PROGRAMS IN ARKANSAS, REGIONALIZATION OF CORRECTIONAL FACILITIES, DEVELOPMENT OF JAIL STANDARDS AND INSPECTION PROCEDURES, AND THE MINIMIZATION OF RELIANCE ON MONEY BAIL AS THE PRIMARY MEANS OF EFFECTING THE RELEASE OF ACCUSED PERSONS PENDING THEIR APPEARANCE IN COURT. FURTHERMORE, THE REPORT RECOMMENDS THAT CRIMINAL SANCTIONS AGAINST INTOXICATED PERSONS BE REMOVED UNDER CONDITIONS WHERE NORMAL MANIFESTATIONS OF INTOXICATION WOULD BE THE ONLY BASIS FOR ARREST AND, THAT CIVIL PROVISIONS BE DEVELOPED FOR THE TREATMENT OF INTOXICATED PERSONS AND CHRONIC ALCOHOLICS.
