The Prescription Drug Monitoring Program Training and Technical Assistance Center (PDMP TTAC) reports 2020 data and 2021 features of the Hawaii state PDMP.
The anacronym of the Hawaii PDMP is HI-PDMP (ePAS), which is managed by the Narcotics Enforcement Division, a law enforcement agency. The PDMP email address is provided, along with website URLs for the PDMP website and related websites for enrollment, query, and data upload. Contact information is provided for the Special Agent/PDMP Coordinator and the PDMP Administrative Assistant. In 2020, the Hawaii state population was 1,460,137. There were 8,067 DEA-registered prescribers and 240 DEA-registered dispensers. Fifteen types of reports are available from the PDMP. Funding sources for the PDMP in 2021 are the state general fund, a CDC grant, and controlled substance registration fees. Six positions/personnel are working on the PDMP program and related issues. Policies and procedures pertain to key dates in the PDMP’s development and reference information on relevant statutes and rules. Eleven capabilities and policies of the PDMP are listed. There is a data retention policy requiring that patient information be purged, while retaining de-identified data. Training in the purpose and features of the PDMP is available for prescribers, dispensers, law enforcement personnel, and the Regulatory Board, but there is no training required before PDMP use. Law enforcement access to the PDMP requires an active investigation and proper need/upon request. Access is through a written request. Enrollment in PDMP is required for prescribers and dispensers. Prescribers are required to use the PDMP. There is veterinarian access to an animal owner’s prescription history. Data monitored are for drugs in Schedules II-V, and there is authority to monitor other substances.
