In his remarks at the National Institute of Justice (NIJ) Conference, the Attorney General singled out Ed Limbacher, a sergeant with the Forest Hills, Pennsylvania, Police Department who was seriously injured 6 years ago when a bullet penetrated his protective vest. Sergeant Limbacher’s case led to the development of a new standard for the performance of soft body armor. The program to develop and test body armor resides in the NIJ’s Body Armor Safety Initiative, which is a cornerstone of the Office of Justice Programs (OJP) efforts to protect law enforcement officers. The Bureau of Justice Assistance also plays a critical role in officer safety through its Bulletproof Vest Partnership Program, which has helped state and local law enforcement agencies purchase more than 450,000 vests.
