THIS PROGRAM PLANNING CONCEPTS MANUAL PRESENTS ISSUES AND CONSIDERATIONS WHICH MUST BE ADDRESSED BY THE COMMUNITY YOUTH SERVICES PROGRAM PLANNER/MANAGER AND SUGGESTS A STEP-BY-STEP APPROACH FOR ADDRESSING THESE ISSUES.
Abstract
A PRELIMINARY DISCUSSION INTRODUCES THE NEED FOR COMMUNITY-WIDE PLANNING, AS WELL AS UNIFYING CONCEPTS OF THE DELIVERY SYSTEM AND OF THE FORMALIZED PLANNING APPROACH DESCRIBED. EACH ELEMENT OF THE FORMALIZED PLANNING APPROACH IS THEN EXPANDED UPON, AND THE INTERRELATIONSHIP OF THE DELIVERY SYSTEM AND THE PLANNING APPROACH IS DESCRIBED. ADDITIONAL PERSPECTIVES ON YOUTH SERVICE SYSTEM FUNCTIONS INCLUDE VIEWS ON CLASSIFICATION OF SERVICES AND CLIENTS, INFORMATION FLOW, CLIENT FLOW, PROGRAM EVALUATIONS, RESOURCE DEVELOPMENT, AND A COMPOSITE VIEW OF THE DELIVERY SYSTEM INCLUDING ALL OF THE FOREGOING ELEMENTS. A SUMMARY BASED ON THE APPLICATION OF THE PLANNING PROCESS TO THE FUNCTION OF 'DIVERSION' OF YOUTH FROM THE JUVENILE JUSTICE SYSTEM PRESENTED IN CHECKLIST FORM.
