Abstract
This report is divided into five sections: The Introduction provides mission and background information on the Office of Substance Abuse Prevention's (OSAP's) High-Risk Youth Demonstration Grant Program and lists risk and resiliency factors that guide the development of alcohol and other drug (AOD) use prevention demonstration grants. Chapters 1 through 4 report on 18 of the original grants awarded by OSAP in 1987. Each program is described in terms of challenges faced and lessons learned as preventionists developed and put into place programs for youth in high-risk environments. More specifically, chapter 1 describes the characteristics of youth in high-risk environments using juvenile delinquents, athletes of low socioeconomic status, ethnic/racial populations of low socioeconomic status living in urban settings, and youth not living at home. Chapter 2 discusses the requirements for developing programs for his population and offers solutions to some of the problems faced. Chapter 3 discusses problems faced in implementing demonstration grant programs. Chapter 4 evaluates programs that have proven successful. Tables, figures, and references
