IN FEBRUARY, 1975, THE WEST GERMAN GOVERNMENT ISSUED A STATEMENT TO THE EFFECT THAT THE FEDERAL BORDER POLICE WOULD CONTINUE, IN THE FORESEEABLE FUTURE, TO CONSTITUTE A SPECIAL MILITARY FORCE WITH A COMBAT MISSION.
Abstract
THIS DECISION CAME AS A SURPRISE BECAUSE THE WEST GERMAN NATIONAL LEGISLATURE, WHEN IT PASSED THE FEDERAL BORDER POLICE LAW ON JUNE 22, 1972, HAD ADOPTED A RESOLUTION URGING THAT THE ORGANIZATION BE MADE INTO AN EFFICIENT POLICE FORCE READY FOR INSTANT DEPLOYMENT. THE GOVERNMENT EXPLAINED ITS DECISION BY STATING THAT, BECAUSE OF ITS SPECIAL POLICE FUNCTION IN PROTECTING THE BORDERS AND ITS PRIMARILY MILITARY STRUCTURE, THE BORDER POLICE WOULD HAVE TO BE SUBJECT TO SPECIAL REGULATIONS AND NOT BE EXACTLY LIKE OTHER POLICE FORCES. --IN GERMAN
