A SUMMARY OF THE PRESENT STATUS AND PAST USES OF VOLUNTARY MERIT SELECTION PLANS IN THE UNITED STATES AND PUERTO RICO, WITH SAMPLE EXECUTIVE ORDERS FROM VARIOUS STATES ESTABLISHING VOLUNTARY PLANS.
Abstract
THE INCREASE IN THE USE OF MERIT SELECTION AND TENURE PLANS SINCE 1962 IS CITED. THE AUTHOR STATES THAT VOLUNTARY MERIT SELECTION, INTRODUCED BY EXECUTIVE DECISION, HAS BECOME INCREASINGLY WIDESPREAD. THE BENEFITS OF VOLUNTARY PLANS ARE REVIEWED. SIXTEEN JURISDICTIONS HAVE HAD VOLUNTARY PLANS DURING THE PAST DECADE. THE PLANS OF JURISDICTIONS WHICH NO LONGER USE VOLUNTARY MERIT SELECTION SYSTEMS ARE FIRST DESCRIBED. EXPLANATIONS OF CURRENT VOLUNTARY SYSTEMS IN NEW MEXICO, NEW YORK CITY, PUERTO RICO, CALIFORNIA, NEW JERSEY, DELAWARE, FLORIDA, AND MARYLAND ARE THEN GIVEN. EXECUTIVE ORDERS ESTABLISHING VOLUNTARY MERIT SELECTION PLANS ARE INCLUDED FOR THE STATES OF FLORIDA, GEORGIA, MARYLAND, AND OHIO. NEW JERSEY BAR ASSOCIATION PROCEDURES FOR LIAISON WITH THE GOVERNOR ON JUDICIAL SELECTION AND APPOINTMENTS, AND RULES AND GUIDELINES FOR SELECTION COMMITTEES IN PUERTO RICO AND FLORIDA ARE ALSO INCLUDED.
