Abstract
THIS INTERIM REPORT OF THE COMMISSION ON THE REVIEW OF THE NATIONAL POLICY TOWARD GAMBLING IS THE INITIAL PHASE OF A PLANNED PROCESS TO FORMULATE A DEFINITIVE NATIONAL GAMBLING POLICY. THE REPORT COVERS THE CREATION AND MEMBERSHIP OF THE COMMISSION, THE UTILIZATION OF HEARINGS AND EXTENSIVE LITERATURE REVIEW AND RESEARCH ON THE SUBJECT OF GAMBLING AND DESCRIPTIONS OF THE FEDERAL, STATE AND LOCAL AGENCIES INVOLVED IN GAMBLING ENFORCEMENT. ALSO INCLUDED ARE SURVEYS OF LEGALIZED GAMBLING AND LOTTERIES. IT IS THE OVERALL PURPOSE OF THIS COMMISSION TO RECOMMEND WHAT FORMS OF GAMBLING SHOULD BE LEGALIZED AND HOW THEY SHOULD BE ADMINISTERED AND TAXED.
