IT IS INTENDED THAT LEAA FUNDS BE USED AS INITIATING AND PROBLEM-SOLVING MONIES IN ORDER FOR STATE AND NATIONAL LAW ENFORCEMENT AGENCIES TO MAKE THEIR OWN EXPENDITURES MORE EFFECTIVE.
