EVALUATES CONNECTICUT'S STATEWIDE ENFORCEMENT COORDINATING COMMITTEE (SECC), THE POLICY-MAKING AND ADMINISTRATIVE UNIT FOR FIVE UNDERCOVER NARCOTICS SQUADS.
Abstract
FOLLOWING A HISTORY OF THE REGIONAL NARCOTICS SQUADS AND A DESCRIPTION OF SECC AND THE REGIONAL NARCOTICS SQUADS, THE AUTHORS DESCRIBE THE EVALUATION PROCESS. THIS REPORT EVALUATES FOUR MANAGEMENT SYSTEMS GOALS ESTABLISHING THE LEGITIMACY OF SECC, STANDARDIZING BOOKKEEPING, RECORDKEEPING, AND GENERAL STANDARD OPERATING PROCEDURES OF THE SQUADS, ESTABLISHING LIAISON AMONG THE SQUADS AND WITH OTHER ENOFRCEMENT AGENCIES AND DEVELOPING EXISTING LIAISONS WITH LOCAL POLICE DEPARTMENTS, AND ESTABLISHING A CENTRAL INTELLIGENCE SYSTEM WITHIN SECC. EACH OF THESE OBJECTIVES IS EXAMINED LISTING FIRST THE HYPOTHESIZED RELATIONSHIP OF THIS ACTIVITY TO THE IMPROVED FLOW OF RESOURCES, THEN DOCUMENTING AND EXPLAINING WHETHER THE OBJECTIVE HAS BEEN ACCOMPLISHED. AT THE CONCLUSION, THE ACCOMPLISHMENT OF THE STATED OBJECTIVES ARE RELATED TO THE ACHIEVEMENT OF THE ULTIMATE MANAGEMENT SYSTEM GOALS. RECOMMENDATIONS ARE THEN GIVEN FOR SECC AND FOR THE CONNECTICUT PLANNING COMMITTEE ON CRIMINAL ADMINISTRATION (CPCCA). THE APPENDIXES CONTAIN BY-LAWS OF THE STATEWIDE ENFORCEMENT COORDINATING COMMITTEE, A MAP OF THE REGIONAL NARCOTICS SQUAD BOUNDARIES, A DISCUSSION OF THE USE OF THE CONNECTICUT STATUTES FOR INTERLOCAL AGREEMENTS, AND A COPY OF THE PUBLIC ACT CREATING THE SECC AND THE REGIONAL NARCOTICS SQUADS.
