ORGANIZATIONAL ANALYSIS OF CORRECTIONAL SYSTEMS IN TERMS OF SOCIAL UNITS DEVOTED PRIMARILY TO THE ATTAINMENT OF SPECIFIC GOALS.
Abstract
THE PAPER ANALYZES THE INFLUENCE OF OTHER SOCIAL SYSTEMS, IDEOLOGY, AND KNOWLEDGE ON CORRECTIONAL ORGANIZATIONS. AN ANALYSIS OF THE EXISTING CORRECTIONAL SYSTEMS SHOWS THAT THESE SYSTEMS HAVE RELATIVELY LITTLE INFLUENCE ON THOSE TYPES OF POLICY QUESTIONS WHICH ARE REALLY IMPORTANT. SUCH QUESTIONS ARE SOLVED AT A POLITICAL LEVEL. QUESTIONS OF THIS KIND ARE IDEOLOGICAL ONES AND THE WAY THEY ARE SOLVED DEPENDS UPON THE PREVALENT IDEOLOGY. EMPIRICAL KNOWLEDGE HAS SO FAR PLAYED A RELATIVELY UNIMPORTANT ROLE FOR THE DECISION-MAKERS. THE TRENDS IN IDEOLOGY SEEM TODAY TO BE TOWARDS A RE-DEFINITION OF THE CATALOGUE OF CRIMES, A WISH FOR A MORE TOLERANT ATTITUDE TO THE PROPERTY OFFENDERS AND A DEMAND FOR MORE USE OF TREATMENT IN THE COMMUNITY, FURTHERMORE, NEW IDEAS OF HOW SOCIETY MAY BE ABLE TO PREVENT PEOPLE FROM BECOMING OFFENDERS HAVE BEEN COMING FORWARD DURING THE LATER YEARS.
