Abstract
SCART IS CHARACTERIZED BY A METHODOLOGICAL NATURE, A FUNCTIONAL STRUCTURE, AND A METHODOLOGICAL MENTALITY. THESE CHARACTERISTICS COULD BE DEVELOPED BY THE PROMOTION OF AN EMPIRICAL BODY OF RULES, A RATIONAL SYSTEM OF UTILIZATION AND A METHODOLOGICAL MENTALITY. BY UPGRADING THE EDUCATIONAL LEVEL OF CRIMINAL INVESTIGATORS, LEADERSHIP QUALITIES AND WORKING CLIMATES, THE SCART OF CRIMINAL INVESTIGATION CAN BE DEVELOPED, ACCEPTED, AND INSTITUTIONALIZED.
