Abstract
IT IS POINTED OUT, AMONG OTHER THINGS, THAT STATISTICS SHOWING LESS RECIDIVISM AMONG OFFENDERS GRANTED PROBATION AND PAROLE THAN AMONG THOSE KEPT IN PRISON ARE SUSPECT. THOSE GIVEN PROBATION AND PAROLE ARE CHOSEN FOR THEIR DESIRABLE ATTRIBUTES AND CAN BE EXPECTED TO DO BETTER. PROBATION OFFICERS' WORKLOADS TEND TO BE VERY HEAVY. SINCE MANY OFFENDERS WILL NEVER RECIDIVATE NO MATTER WHAT TREATMENT THEY RECEIVE, THOSE WORKLOADS COULD BE REDUCED IF THOSE OFFENDERS COULD BE IDENTIFIED. COURTS ARE INCONSISTENT WITH EACH OTHER IN THE NUMBER OF TIMES THEY GRANT PROBATION, AND THIS MAKES IT DIFFICULT TO EVALUATE ITS EFFECTIVENESS.
