INCLUDED AMONG THE PROPOSALS ARE ABOLITION OF THE MONEY BAIL SYSTEM, REPEAL OF LAWS RESTRICTING THE SALE OF PRISON-MADE GOODS, PLANNING FOR SMALLER PRISONS AND ADDITIONAL PROBATION AND PAROLE PERSONNEL, AND MANDATORY PAROLE PERIODS. SUCCESSFUL SYSTEMS IN SWEDEN, DENMARK, AND BRITAIN ARE BRIEFLY DISCUSSED AS IS THE CALIFORNIA YOUTH AUTHORITY'S COMMUNITY TREATMENT PROGRAM.
