MORE THAN A THIRD OF THE CRIME IN THE UNITED STATES (35.9 PERCENT) COULD BE ELIMINATED WITHIN 12 MONTHS IF THE CONGRESS, THE EXECUTIVE BRANCH, AND THE JUDICIAL BRANCH SAW FIT TO IMPLEMENT, IN CONJUNCTION, THREE POLICIES.
Abstract
THE DECRIMINALIZATION OF VICTIMLESS CRIMES WOULD RESULT IN A REDUCTION OF ANNUAL ARRESTS OF 31 PERCENT; A PROGRAM OF FULL EMPLOYMENT - MEANINGFUL AND DECENT PAYING - OF YOUNG PEOPLE WOULD RESULT IN A 9 PERCENT REDUCTION OF VIOLENT CRIME; AND DOMESTIC DISARMAMENT WOULD LEAD TO A DECREASE IN MURDER OF FROM 40-45 PERCENT AND AN ESTIMATED DECREASE IN ARMED ROBBERY OF 23-26 PERCENT. THE SECONDARY REDUCTION IN CRIME THAT WOULD COME WITH THE FREEING OF POLICE RESOURCES AS A RESULT OF THE ABOVE REDUCTIONS WOULD AMOUNT TO ANOTHER 3.3 TO 3.4 PERCENT ANNUALLY. IN SUM, PROJECTIONS SHOW A TOTAL REDUCTION IN ALL CRIME, AS MEASURED BY ARRESTS, OF 35.9 TO 38.8 PERCENT ANNUALLY. (AUTHOR ABSTRACT) ...ELW
