Abstract
THE ROLES OF PRE PROJECT AND IN-PROGRESS EVALUATION ARE EXAMINED. THREE LEVELS OF EVALUATION - ADMINISTRATIVE, PERFORMANCE, AND IMPACT - ARE IDENTIFIED AND EXPLAINED AND GUIDELINES FOR CONDUCTING EACH ARE PRESENTED. SEVERAL MATHEMATICAL AND STATISTICAL EVALUATION METHODS ARE ALSO DESCRIBED. THEY INCLUDE COMPARISON, BEFORE AND AFTER STUDY, CONTROL GROUP, TIME SERIES ANALYSIS, RANDOM VARIATION, EXPERIMENTAL DESIGN, AND COST EFFECTIVENESS.
