CONSIDERS THE PHILOSOPHY AND OPERATION OF THE NEW LEFT A CONSIDERABLE THREAT TO THE BASIC GOALS OF AMERICAN SOCIETY IMPLEMENTED THROUGH PUBLIC ADMINISTRATION AND SUGGESTS REMEDIES TO BE USED BY PUBLIC ADMINISTRATORS.
Abstract
QUESTIONNAIRES WERE SENT TO CITY AND COUNTY GOVERNMENT ADMINISTRATORS IN CALIFORNIA DESIGNED TO MEASURE THEIR ASSESSMENT OF THE SEVERITY OF THE PROBLEMS POSED TO PUBLIC ADMINISTRATION BY THE IMPACT OF THE NEW LEFT UPON THE PHENOMENON OF CIVIL DISTURBANCES. THE RESULTS FROM THESE QUESTIONNAIRES PLUS PERSONAL INTERVIEWS AND INDEPENDENT STUDY LED THE AUTHOR TO CONCLUDE THAT THE NEW LEFT'S COMMITMENT TO SUBVERTING THE BASIC VALUES OF THE AMERICAN SYSTEM IS A SIGNIFICANT CHALLENGE TO PUBLIC ADMINISTRATION. MAJOR RECOMMENDATIONS FOR ADMINISTRATIVE ACTION INCLUDE ANTICIPATORY PREPARATION FOR SPECIFIC CHALLENGES TO CIVIL ORDER BASED ON INTELLIGENCE DATA AND INTERAGENCY SHARING OF INFORMATION. A POLICY OF REASONABLE ACCOMMODATION TO PROTESTS FOR SOCIAL REFORM IS ADVOCATED, WITH A HARD-LINE APPROACH RECOMMENDED FOR DISTURBANCE ACTIVITIES THAT HAVE A PURELY DESTRUCTIVE END.
