THE FIRST SECTION CONTAINS A BRIEF DESCRIPTION OF PROJECT PACE. PART TWO CONSISTS OF A SHORT SUMMARY OF TRADITIONAL PCR EFFORTS WHICH HAVE TAKEN PLACE IN THIS COUNTRY OVER THE PAST FIFTEEN YEARS. IN PART THREE, THE AUTHOR OFFERS SOME PROPOSED PCR PROGRAMMING ACTIVITIES WHICH HE FEELS ARE NOT, BUT SHOULD BE, PART OF PCR PROGRAMMING EFFORTS NOW AND IN THE IMMEDIATE FUTURE. FINALLY, SOME ISSUES TO CONSIDER IN DEVELOPING AND OPERATING EFFECTIVE ACTION PROGRAMS IN PCR AND LAW ENFORCEMENT ARE CONSIDERED. (AUTHOR ABSTRACT)
