A STUDY OF EXISTING ECONOMIC AND SOCIAL DEVELOPMENT PLANS UNDERTAKEN TO CATALOG AND ANALYZE THOSE ELEMENTS OF NATIONAL PLANS CLEARLY IDENTIFIABLE AS CARRYING SECTORAL RESPONSIBILITY FOR CRIME PREVENTION AND CONTROL.
Abstract
THE SURVEY IS BASED ON THE NATIONAL DEVELOPMENT PLANS AVAILABLE THROUGH THE UNITED NATIONS LIBRARIES AND REFERENCE SERVICES. IT IS CONCERNED NOT WITH CRIMINALITY AS SUCH BUT WITH GOVERNMENTAL ACTIVITY DIRECTED TOWARD ITS CONTAINMENT; IN OTHER WORKS, WITH KNOWN AND MEASURABLE ACTIVITY BY SUCH AGENTS AS THE POLICE, THE COURTS, AND THE PRISONS. WHILE IT IS FOCUSED PRIMARILY ON THE PLACE OF CRIMINAL POLICY IN COMPREHENSIVE DEVELOPMENT PLANS, IT SOMETIMES SUPPLEMENTS DATA CONTAINED IN A PLAN WITH BUDGETARY AND OTHER OFFICIAL DATA. A WORLD OVERVIEW OF THE PLACE OF CRIMINAL POLICY PLANNING IS FIRST PRESENTED. THIS IS FOLLOWED BY A REGIONAL ANALYSIS OF CRIMINAL POLICY FOR FOUR MAJOR DEVELOPING AREAS: AFRICA, ASIA AND THE FAR EAST, LATIN AMERICA AND THE CARIBBEAN, AND WESTERN ASIA....DMC
