Abstract
THIS NCCD (NATIONAL COUNCIL ON CRIME AND DELINQUENCY) POLICY STATEMENT PUTS FORTH THE POSITION THAT THE BUREAU OF PRISONS, WHICH IS INSTITUTION-ORIENTED, IS INHERENTLY INCAPABLE OF ADMINISTERING AN EXPANDED COMMUNITY CORRECTIONS PROGRAM.
