THE DEVELOPMENT AND STATE-LEVEL IMPLEMENTATION OF THIS NATIONWIDE MODEL INFORMATION SYSTEM ARE DESCRIBED AND DISCUSSED.
Abstract
THE OBSCIS MODEL PROVIDES DEFINITIONS OF THE PROCESSING REQUIREMENTS FOR EACH OF EIGHT BASIC APPLICATIONS MODULES: ADMISSION, ASSESSMENT, INSTITUTIONS, PAROLE MOVEMENT STATUS, LEGAL STATUS, MANAGEMENT AND RESEARCH, AND NATIONAL REPORTING. THESE EIGHT MODULES COVER ALL ACTIVITIES COMMONLY ASSOCIATED WITH ACCOUNTING FOR OFFENDERS WITHIN A CORRECTIONS AGENCY. THE OTHER TWO COMPONENTS OF OBSCIS ARE A DATA DICTIONARY DEFINING THE DATA ELEMENTS REQUIRED FOR COMPREHENSIVE OFFENDER RECORDS AND A DETAILED SYSTEM IMPLEMENTATION PLAN. TEN STATES PARTICIPATED IN THE CREATION OF OBSCIS IN 1974 AND 18 STATES, WHOSE COMBINED POPULATIONS REPRESENT MORE THAN HALF OF THE POPULATION OF THE UNITED STATES, HAVE BECOME MEMBERS OF THE OBSCIS COMMUNITY....ELW
