ANALYSIS OF THE AGE, SEX, ETHNICITY, AND OFFENSES OF THE YOUTHS, OR THE FLOW RATE OF REFERRALS TO AND FROM THE BUREAU, AND ON THE CHARACTERISTICS OF THOSE RE-ARRESTED FROM JUNE TO NOVEMBER, 1973.
Abstract
A TOTAL OF 459 REFERRALS, INCLUDING 146 ASSOCIATED WITH IMPACT OFFENSES, WERE MADE TO THE BUREAU, THE PRIMARY REFERRAL AGENCY BEING THE DELINQUENCY CONTROL DIVISION OF THE DENVER POLICE DEPARTMENT. APPROXIMATELY 54 PERCENT ENTERED A DIRECT SERVICE AGENCY IN THE COMMUNITY, WITH THE REMAINDER EITHER REFUSING SERVICES OR DROPPING OUT OF A PROGRAM SHORTLY AFTER ENTERING IT. THE CHARACTERISTICS OF REFERRALS INDICATES THEY ARE PRIMARILY BLACK MALES, BETWEEN 13 AND 15 YEARS OF AGE. DURING THE FIRST SIX MONTHS OF OPERATION, 7 PERCENT OF THOSE ENTERING SOME DIRECT SERVICE PROGRAMS SUCCESSFULLY COMPLETED IT, AND WERE EXITED FROM THE SYSTEM. ANALYSIS OF THE CHARACTERISTICS OF THOSE RE-ARRESTED AFTER REFERRAL TO THE BUREAU SHOWED A DISPROPORTIONATE NUMBER OF 13 TO 15 YEAR OLDS, MALES, AND CHICANOS. (AUTHOR ABSTRACT MODIFIED)
