THE NEW INSTITUTION WOULD HAVE 480 CELLS FOR PERSONS UNDER DETENTION PENDING INVESTIGATION (OR 25 PERCENT OF THE NATIONAL TOTAL), 60 CELLS FOR PSYCHIATRIC OBSERVATION AND 72 FOR WOMEN.
Abstract
STATISTICS ARE PROVIDED ON THE TOTAL NUMBER OF IMPRISONMENT SENTENCES PER YEAR, THE NUMBER FOR CRIMES AGAINST PERSONS AND PROPERTY AND FOR SEXUAL OFFENSES, THE NUMBER OF HOUSES OF DETENTION AND HOUSE OF DETENTION INMATES, AND THE NUMBER OF PERSONS IN DETENTION PENDING INVESTIGATION COMPARED WITH TOTAL CAPACITY FOR SUCH INMATES. ALSO PROVIDED ARE THE AVERAGE DAILY NUMBER OF PERSONS IN DETENTION PENDING INVESTIGATION IN 1972 AND THE AVERAGE DAILY AND THE HIGHEST MONTHLY AVERAGE FOR 1973. THE AUTHOR ARGUES AGAINST THE CONSTRUCTION OF THE NEW INSTITUTION ON THE BASIS THAT THERE IS MUCH OPPOSITION IN THE NETHERLANDS TO THE WHOLE IDEA OF DETENTION PENDING INVESTIGATION, THAT THE NUMBER OF PERSONS IN DETENTION PENDING INVESTIGATION HAS ACTUALLY BEEN GROWING SMALLER INSTEAD OF LARGER RECENTLY, AND THAT PLANS FOR THE NEW INSTITUTION DO NOT FIT IN WITH THE IDEA OF REHABILITATION AS THE MAIN PURPOSE OF CORRECTIONS.
