A NEED-TO-KNOW BASIS FOR DISTRIBUTING CONFIDENTIAL INFORMATION IN LAW ENFORCEMENT INVESTIGATIONS IS SUGGESTED TO AVOID BREAKS IN SECURITY.
Abstract
INVESTIGATIONS IN LAW ENFORCEMENT MAY BE COMPROMISED BY ALLOWING TOO MANY PERSONS WITH THE AGENCY TO BECOME AWARE OF THE INVESTIGATION. THE AUTHOR STATES THAT INVESTIGATIONS MAY BE ENDANGERED UNWITTINGLY, THROUGH CONVERSATIONS, OR BY DELIBERATE ACTIONS. HE DISCUSSES THE QUESTION OF NEED-TO-KNOW AT THE ADMINISTRATIVE LEVEL AND AT THE LEVEL OF THE MAN ON THE BEAT, STRESSING THE ROLE OF THE ADMINISTRATOR IN DETERMINING NEED-TO-KNOW.
