This training manual for Nebraska patrol officers provides information on State drug laws, drug effects, and drug law enforcement techniques.
Abstract
Nebraska drug and narcotics statutes are included that provide information on terminology, the schedule of controlled substances, registration to manufacture or distribute controlled substances, drug prescription and labeling requirements, penalties for prohibited and unlawful acts and intentional violations, and exceptions. Other laws establish the Division of Drug Control Division and the State Patrol Drug Control Cash Fund; discuss seizures, forfeitures, and disposal; consider judicial review and education and research; and detail penalties for violations of drug paraphernalia laws. Information on major drug classes includes history of use and control, pharmacodynamics and effects, field testing, and illustrations. Drugs covered include opiates, depressants, stimulants (including cocaine and crack), hallucinogens, and marijuana and related substances. A criminal intelligence glossary is provided, and standards and policies for drug intelligence systems are presented. The Statewide crime index program also is described. Policies on the use of informants are presented, together with facsimiles of forms and fact sheets. Glossaries of medical terminology and drug-related slang are included. 15 references.
