Abstract
THE FIRST CHAPTER DISCUSSES THE DIFFERENCE BETWEEN CONVENTIONAL AND UNCONVENTIONAL CRIMINALITY, AND THE RAMIFICATIONS OF ESTABLISHING AN ENFORCEMENT UNIT I.E., PERSONNEL SELECTION AND TRAINING, RECORDS CONTROL, AND FUNDING. THE SECOND CHAPTER DISCUSSES ENFORCEMENT TECHNIQUES AND COVERS INFORMANTS, SURVEILLANCE, UNDERCOVER, OPERATIONS, ENTRAPMENT, AND THE USE OF INTELLIGENCE. THE NEXT FIVE CHAPTERS ARE CONCERNED WITH PROSTITUTION, HOMOSEXUALITY, PORNOGRAPHY, GAMBLING, AND BOOKMAKING, AND COVER SUCH TOPICS AS HISTORICAL PERSPECTIVES, STATUTES AND INTERPRETATIONS, A COMPARISON OF ILLEGAL OPERATIONS, ENFORCEMENT TECHNIQUES, AND LEGALIZATION EFFORTS.
