ASSESSMENT BASED UPON THE MEASUREMENT OF THE EFFORT EXPENDED TO INVESTIGATE, MAKE RECOMMENDATIONS FOR RELEASE, AND SUPERVISE THOSE RELEASED.
Abstract
THE PROJECT POPULATION INCLUDED ALL PERSONS AGAINST WHOM A MISDEMEANOR AND/OR STATE FELONY WARRANT WAS ISSUED WHILE THEY WERE BEING DETAINED BY THE ST LOUIS POLICE DEPARTMENT IN THE CENTRAL HOLDOVER. A SAMPLE OF 20 CLIENTS PER MONTH WAS CHOSEN AS THE TREATMENT GROUP TO BE INDIVIDUALLY FOLLOWED. A SAMPLE OF FORTY CLIENTS PER MONTH MADE UP THE CONTROL GROUP. THE TREATMENT GROUP, COMPARED WITH THE CONTROL GROUP, AND THE OVERALL BOND FORFEITURE RATES OF ALL TYPES OF BOND RELEASES WERE USED TO MEASURE THE EFFORT-EFFECT CRITERIA. THE EVALUATION RESULTS SHOWED THAT THE PROJECT ONLY INTERVIEWED 80 PERCENT OF THOSE PERSONS IN CONFINED PRISONER STATUS AT THE TIME OF WARRANT ISSUANCE. RECOMMENDATIONS WERE NOT PROVIDED FOR MULTIPLE OFFENSES OR IF THE RECOMMENDATIONS WERE AGAINST RELEASE. THE BOND FORFEITURE RATE WAS BETTER THAN THAT EXPERIENCED FOR NOMINAL OR OTHER TYPES OF BOND. THE RE-ARREST RATE WAS COMPARABLE TO THAT OF PERSONS RELEASED UNDER NOMINAL BOND, BUT HIGHER THAN THE RE-ARREST RATE EXPERIENCED WITH PROFESSIONAL, PROPERTY, OR CASH BOND.
