EVALUATION OF TWO PROGRAMS, OPENGATE AND PHASE II, WHICH WERE DESIGNED AS DETOXIFICATION AND REHABILITATION PROJECTS.
Abstract
BOTH PROJECTS AS INITIALLY CONCEIVED HAVE BEEN TERMINATED. THEY WERE FUNDED AS ALCOHOL DIVERSION PROGRAMS GEARED TO PROVIDE SUPPORTIVE AND FOLLOW-UP SERVICES FOR ADULT AND JUVENILE DEFENDANTS WITH ALCOHOL RELATED PROBLEMS. OPERATIONS OF THE PROGRAMS WERE TO INCLUDE TREATMENT, COUNSELING, AND SOCIAL SERVICES. THE PROGRAMS WERE BASICALLY TERMINATED FOR LACK OF ADEQUATE FUNDING. AFTER THE EVALUATION WAS COMPLETED, IT WAS CONCLUDED THAT NEITHER PROJECT IMPACTED THEIR COMMUNITY'S ALCOHOL PROBLEM AND, FURTHER, THERE WAS LITTLE EVIDENCE TO SUPPORT A REDUCTION IN POLICE TIME OR MONEY EXPENDED ON THE ALCOHOLIC.
