The Maryland Division of Parole and Probation has over 1,000 employees who are responsible for supervising, monitoring, and reporting on the conduct of more than 90,000 probationers and parolees.
Abstract
Some of these employees regularly conduct 13 different kinds of investigations. These investigative services serve many purposes. They assist appellate reviews, parole decisionmaking, and warrant decisionmaking in the case of parole or probation violations. Other services provide information for the preparation of presentence reports, executive clemency reports, and special reports for out-of-state parolees. Parole and probation agents make home visits in all kinds of neighborhoods at various times, dealing with both harmless misdemeanants and dangerous criminals. Several case supervision programs are worthy of special note. The Evaluation, Diagnosis, and Referral Program provides specialized services for parolees and probationers with alcohol or drug abuse problems. Program staff work cooperatively with staff from the Department of Health and Mental Hygiene to determine if court-ordered treatment is needed. The Drinking Driver Monitor Program requires offenders to visit a monitor weekly to ensure compliance with court-ordered alcohol education or therapeutic programs. 1 photograph.
