EXPLAINS THE INFORMATION CONTENT, ORGANIZATION, AND USES IN MANAGING THE INVESTIGATIVE PROCEDURES OF THE BUREAU OF ALCOHOL, TOBACCO, AND FIREARMS.
Abstract
THE INVESTIGATION PROCESS, WHICH INCLUDES THE ACCUMULATION OF PARTICULAR DATA AND THE INVESTMENT OF TIME, IS RECORDED ON A CODED WEEKLY REPORT. ALL DATA ELEMENTS TRANSCRIBED FOR INPUT INTO THE COMPUTERIZED MASTER FILE ARE NUMBERED ON THIS FORM. IT IS REPORTED THAT THE SYSTEM HAS PRODUCED A REDUCTION OF APPROXIMATELY 80 PERCENT IN THE TIME REQUIRED FOR REPORTING DAILY ACTIVITIES. THIS IS DUE TO A SYNTHESIZING OF THE INFORMATION NECESSARY TO PRESENT THE SUBSTANCE OF AN INVESTIGATION. THE PRINCIPAL BENEFIT IS CONCLUDED TO BE THE FURNISHING OF MANAGERS WITH INFORMATION, IN THE FORM OF ANALYTICAL DATA, WHICH REFLECTS AND IDENTIFIES, QUALITATIVELY AND QUANTITATIVELY, THE ENFORCEMENT PROBLEMS, THE EXPENDITURE OF SELECTIVE ENFORCEMENT EFFORT AND THE EFFECTIVENESS OF THIS EXPENDED EFFORT.
