Abstract
IMIS IS A SYSTEM DEVELOPED BY THE FEDERAL URBAN INFORMATION SYSTEMS INTER-AGENCY COMMITTEE PROGRAM TO BECOME AN INTEGRAL PART OF MUNICIPAL ADMINISTRATION. THIS PAPER PRESENTS AN ANALYSIS OF THE ACTIVITIES, ATTITUDES, AND RESPONSIBILITIES OF KEY PERSONNEL IN READING CITY GOVERNMENT PRIOR TO INITIATION OF IMIS. IN ADDITION TO PROVIDING DATA ON PRE-IMIS COMMUNICATIONS PATTERNS AND MANAGEMENT ACTIVITIES, THE QUESTIONNAIRE EMPLOYED IN THIS STUDY INCLUDED MEASURES OF CITY GOVERNMENT CLIMATE AND USER ATTITUDES TOWARD COMPUTER-BASED INFORMATION. SIMILAR QUESTIONNAIRES WILL BE ADMINISTERED AFTER THE SYSTEM BECOMES OPERATIONAL SO THAT ITS IMPACT MAY BE EVALUATED
