OVERVIEW OF A NUMBER OF DIFFERENT TASKS PERFORMED AS PART OF THE PAROLE DECISIONS PROJECT OF THE WASHINGTON STATE BOARD OF PRISON TERMS AND PAROLE.
Abstract
THESE TASKS INCLUDED EVALUATION OF THE RELIABILITY OF THE BASE EXPECTANCY OR PAROLE PREDICTION AND CLASSIFICATION UNIT AND DEVELOPMENT OF A SIMULATION MODEL TO DETERMINE THE CAPABILITY TO ANTICIPATE AND EXPLORE THE IMPACT OF CHANGES IN SENTENCING POLICIES OF THE PAROLE BOARD AND OF CHANGES IN THE SIZE AND MAKEUP OF THE FLOW OF OFFENDERS COMING UNDER THE JURISDICTION OF THE BOARD AND THE DIVISION OF ADULT CORRECTIONS. ANOTHER PROJECT COMPONENT INVOLVED THE DEVELOPMENT OF A 'KNOWN CAREER' INDEX OF THE TOTAL CRIMINAL CAREER OF OFFENDERS. IN ADDITION, DUE TO VARIOUS SHORTCOMINGS IN THE PAROLE BOARD ACTION SYSTEM (MANTAINED UNDER CONTRACT WITH THE DEPARTMENT OF SOCIAL AND HEALTH SERVICES), CONSIDERABLE TIME AND EFFORT WAS SPENT IN CONVERTING PROJECT DATA TO ANOTHER INFORMATION SYSTEM. APPENDED MATERIALS INCLUDE MONTHLY TABULAR DATA ON DEVIATIONS OF THE MINIMUM TERMS ESTABLISHED BY THE BOARD AS COMPARED WITH DEVIATIONS OF THE MINIMUM TERM RECOMMENDATIONS OF PROSECUTING ATTORNEYS AND JUDGES, AS WELL AS DETAILS OF THE MATHEMATICAL FORMULATION OF THE SIMULATION MODEL....ELW
