Abstract
AN INTAKE DIAGNOSTIC CENTER WHICH SERVES AS BOTH A PRETRIAL DETENTION CENTER, AND A TESTING CENTER, COUNTYWIDE COMMUNITY CORRECTIONS CENTERS PROVIDING RESIDENTIAL AND NON-RESIDENTIAL REHABILITATION PROGRAMS, AND A HIGH SECURITY PRISON ARE INCORPORATED IN THE PLAN. HYPOTHETICAL CASES PROVIDE EXAMPLES OF THE PROJECTED WORKINGS OF THE SYSTEM.
