BEGINNING WITH THE BASIC CAPABILITIES OF THE LABORATORYESTABLISHING THE ELEMENTS OF A CRIME, AIDING IN THE RECONSTRUCTION OF THE CRIME, DEVELOPING AND IDENTIFYING POSSIBLE OFFENDERS, AND CONFIRMING THE INVOLVEMENT OF PARTICULAR INDIVIDUALS IN A CRIMINAL ACT-THE THIRD AREA CONCERNING DEVELOPMENT OF SUSPECTS APPEARS TO BE ONE AREA WHERE MORE EFFECTIVE TACTICS COULD YIELD THE MAXIMUM PAYOFF.
