Abstract
THE FIRST SECTION DESCRIBES THE SURVEY AND ITS METHODOLOGY. IT ALSO DESCRIBES NINE SUCCESSFUL PROGRAMS THAT WERE OBSERVED AND THAT WERE CURRENTLY IN OPERATION. THE SECOND SECTION DISCUSSES STRATEGIES THAT WERE OBSERVED TO BE EFFECTIVE, AND CHARACTERISTICS OF SUCCESSFUL PROGRAMS IN GENERALIZED TERMS, PRESENTING MODEL APPROACHES FOR DIVERSION, TREATMENT AND REHABILITATION.
