THIS DOCUMENT IS THE THIRD PART OF A REPORT OF A SECURITY SYSTEM STUDY THAT WAS MADE OF 14 PUBLIC HOUSING DEVELOPMENTS IN DETROIT, AND IT IS DESIGNED AS A MANUAL OF OPERATIONS FOR THE SECURITY PERSONNEL.
Abstract
THE HOUSING DEVELOPMENTS WERE BUILT OF VARIOUS BUILDING TYPES AND CONTAINED 9,263 DWELLING UNITS, HOUSING APPROXIMATELY 24,725 PERSONS. THIS REPORT RESULTED FROM A STUDY THAT WAS PART OF A MULTI-FACETED PROGRAM TO DEVELOP AND IMPLEMENT INNOVATIVE, IMPROVED MANAGEMENT SYSTEMS FOR THIS PUBLIC HOUSING. WHILE PRESENTING THE COMPONENT PARTS OF THE SECURITY DIVISION, THE MANUAL EXPLAINS THEIR ORGANIZATIONAL RELATIONSHIP TO ONE ANOTHER. INCLUDED IS AN ORGANIZATIONAL CHART. THE GENERAL DUTIES AND RESPONSIBILITIES OF THE PERSONNEL ARE DESCRIBED, FOLLOWED BY SPECIFIC DESCRIPTIONS OF THE DUTIES OF THE LOBBY ATTENDANTS. ALSO PRESENTED IS A DESCRIPTION OF THE FUNCTIONING OF THE TOTAL SECURITY DIVISION PERSONNEL IN A PILOT TEST OF THE COMPREHENSIVE SECURITY SYSTEM, THAT WAS DEVELOPED THROUGH THE STUDY OF DETROIT'S PUBLIC HOUSING DEVELOPMENTS. ONE SITE OF THE FOURTEEN DEVELOPMENTS WAS CHOSEN FOR THIS TEST OF THE COMPREHENSIVE SYSTEM. THE COMBINATION OF HARDWARE, STAFF, ARCHITECTURAL, AND ENVIRONMENTAL CHANGES AND IMPROVEMENTS THAT WERE COMBINED UNDER THIS COMPREHENSIVE SYSTEM WAS DESIGNED TO REDUCE CRIME IN PUBLIC HOUSING AND AMELIORATE RELATED MANAGEMENT PROBLEMS.
