DEVELOPMENT OF SPECIFICATIONS AND IMPLEMENTATION SCHEDULES FOR AN AUTOMATED CRIMINAL JUSTICE INFORMATION SYSTEM (ACJIS) IN MONTEREY COUNTY (CA) AS A MEANS OF ALLEVIATING PROBLEMS OF REDUNDANCY AND FRAGMENTATION.
Abstract
THE PROPOSED ACJIS, WHICH INCLUDES THREE SUBSYSTEMS, WAS DEVELOPED AFTER A 1974 FEASIBILITY STUDY INDICATED THAT THE SYSTEM WAS BOTH NEEDED AND COST-JUSTIFIED. THE THREE SUBSYSTEMS INCLUDE A COUNTYWIDE WARRANTS SYSTEM, A MASTER NAME INDEX (MNI) OF SERIOUS CRIMINAL OFFENDERS AND WANTED PERSONS THROUGHOUT THE COUNTY, AND A BASIC SUBJECT-IN-PROCESS (SIP) SUBSYSTEM PROVIDING UP-TO-DATE COURT CALENDARS AND CASE STATUS INFORMATION. CHAPTERS INCLUDED IN THE PLAN DISCUSS ACJIS COSTS AND COST OFFSETS, IMPLEMENTATION ON SCHEDULE, MANAGEMENT AND ORGANIZATION, AND STEPS REQUIRED TO MAINTAIN MOMENTUM FOR IMPLEMENTING MONTEREY COUNTY'S ACJIS.
