SEVENTEEN RECOMMENDATIONS, PLUS COMMENTARIES, ON THE ROLE OF COMMUNITY AND VOLUNTARY AGENCIES IN THE DECISIONMAKING AND IMPLEMENTATION PROCESS IN THE CANADIAN CRIMINAL JUSTICE SYSTEM.
Abstract
THE PROPOSED PRINCIPLES ADDRESS THE FOLLOWING PROBLEMS WHICH HAVE BEEN IDENTIFIED AS LEADING TO AN UNDERUTILIZATION OF THESE PRIVATE AGENCIES: LACK OF A POLICY OR MANDATE TO OPERATE IN THE CRIMINAL JUSTICE FIELD; INADEQUATE FUNDING ON AN ONGOING BASIS; LACK OF COMMUNICATIONS WITH GOVERNMENT; MINIMAL INPUT IN GOVERNMENT DECISIONMAKING; AND NO COORDINATION OF EFFORT AMONG THE PRIVATE AGENCIES. THE DIVISION OF RESPONSIBILITIES BETWEEN GOVERNMENT AGENCIES AND PRIVATE AGENCIES AND THEIR WORKING RELATIONSHIPS ARE CATEGORIZED UNDER FIVE DIFFERENT HEADINGS - POLICY PLANNING AND EVALUATION, PUBLIC EDUCATION, DIRECT SERVICE, RESEARCH, AND MANPOWER DEVELOPMENT. AMONG OTHER THINGS, IT IS PROPOSED THAT THE CANADIAN CRIMINOLOGY AND CORRECTIONS ASSOCIATION (CCCA) BE ASKED TO ESTABLISH A NATIONAL LIAISON BETWEEN GOVERNMENT AGENCIES AND PRIVATE AGENCIES INVOLVED IN CRIMINAL JUSTICE; THAT A NATIONAL CLEARINGHOUSE ON PUBLIC EDUCATION IN CRIMINAL JUSTICE BE ESTABLISHED UNDER THE AUSPICES OF CCCA, WITH INITIAL FUNDING PROVIDED BY THE CANADIAN GOVERNMENT; AND THAT PRIVATE AGENCIES BE FUNDED THROUGH GOVERNMENT SUBSIDIES, LOTTERIES, AND PRIVATE SOURCES.
