Abstract
This new landmark Council of Europe treaty is the first legally binding instrument in the world creating a comprehensive legal framework to protect women against all forms of violence, and to prevent, prosecute, and eliminate violence against women as well as domestic violence. The Convention also establishes an international mechanism to monitor its implementation at the national level. Chapter 1 describes the purpose and scope of the Convention, provides definitions, and promotes fundamental rights of equality and non-discrimination, and discusses due diligence and gender sensitive polices. Chapter 2 discusses integrated policies and data collection. Chapter 3 deals with prevention through promotion of changes in the social and cultural patterns of behavior of women and men. Chapter 4 examines protection and support through legislation and support services. Chapter 5 discusses substantive law, such as civil lawsuits and remedies, compensation, custody, visitation rights and safety, forced marriages, psychological/ physical/ and sexual violence, stalking, genital mutilation, and forced abortion and sterilization. Chapter 6 explores investigation, prosecution, procedural law, and protective measures. Chapter 7 examines migration and asylum. Chapter 8 discusses international cooperation. Chapter 9 examines the monitoring mechanism of the implementation of this Convention. Chapter 10 discusses the relationship with other international instruments. Chapter 11 discusses amendments to this Convention. Chapter 12 provides final clauses. Appendix
