Abstract
THE AUTHOR CONTENDS THAT THE CORRECTIONAL PROBLEMS OF THE 1970'S WERE RESOLVED THROUGH THE DIFFERENTIATION BETWEEN THE SOCIAL PROBLEM OF CRIME AND THE SOCIAL PROBLEM OF CORRECTIONS, OR RESPONSE TO CRIME; THE DIFFERENTIATION BETWEEN SOCIAL OBJECTIVES OF HELPING PEOPLE AND OUR SOCIAL OBJECTIVES IN RESPONDING TO CRIME; THE ABANDONMENT OF RELIANCE ON INCARCERATION AS THE PRIMARY METHOD OF SOCIETAL RESPONSE TO CRIME; AND THE TRANSFER OF THE PRIMARY RESPONSIBILITY FOR CORRECTIONS FROM PUBLIC AGENCIES TO THE PRIVATE COMMUNITY.(AUTHOR ABSTRACT MODIFIED)...TWH
