Abstract
BY WAY OF AN INTRODUCTION, THE AUTHOR FIRST DEFINES CONSUMER TRANSACTION LAW AND REVIEWS THE PRIVATE AND ADMINISTRATIVE MEANS OF ENFORCING THESE LAWS. THE LAWS RELATING TO ADVERTISING, SALES PRACTICES AND EXTENSION OF CONSUMER CREDIT ARE THEN EXAMINED. RIGHTS OF CONSUMERS IN OBTAINING CREDIT ARE EXAMINED, AND IN THIS CONTEXT THE PROVISIONS OF THE FAIR CREDIT REPORTING ACT ARE EXPLAINED. BOTH THE APPLICATIONS AND ENFORCEMENT OF THE FEDERAL TRUTH IN LENDING ACT ARE EXPLORED IN THE DISCUSSION OF DISCLOSURE OF TERMS OF CONSUMER CREDIT TRANSACTIONS. FINALLY THE AUTHOR ANALYZES ISSUES AND LAWS INVOLVED IN RATE REGULATION; REGULATION OF WARRANTIES, PRICES, AND CREDIT INSURANCE; AND POST-TRANSACTION PROBLEMS SUCH AS PAYMENTS, BILLING PROBLEMS, PREPAYMENT, AND DEFAULTS.
