ANALYZES ACTION PROGRAMS AND PROJECTS ADMINISTERED BY THE LAW ENFORCEMENT ASSISTANCE ADMINISTRATION THROUGH BLOCK AND DISCRETIONARY GRANT AWARDS TO CALIFORNIA, MICHIGAN, NEW JERSEY AND NEW YORK.
Abstract
THE INTENTION OF THIS STUDY WAS TO EXAMINE PROGRAMS AND PROJECTS ACCOMPLISHED, UNDERWAY, OR PROPOSED THAT ARE ORIENTED TOWARD IDENTIFIED NEEDS OF THE COMMUNITY AND TRAINING PERSONNEL TO MEET THOSE NEEDS, AND TO DETERMINE THE RELATIVE EFFECTIVENESS AND USEFULNESS OF THE VARIOUS PROGRAM STRATEGIES. THE GENERAL CATEGORIES OF PROJECTS CONSIDERED INCLUDE PROGRAMS OF COMMUNITY EDUCATION TO ENCOURAGE INVOLVEMENT IN CRIME CONTROL, REDUCTION AND PREVENTION, PROGRAMS FOR ACADEMIC OR INTERDISCIPLINARY TRAINING, PUBLIC ATTITUDE SURVEYS, SERVICE-ORIENTED PROGRAMS INCLUDING COMMUNITY-BASED CORRECTIONS, EVALUATION, RESEARCH AND DEVELOPMENT PROJECTS, AND PROGRAMS OF MINORITY RECRUITMENT. THE STUDY IS BASED ON ANNUAL REPORTS, STATE COMPREHENSIVE PLANS, AND DISCRETIONARY GRANTS FROM 1969 TO 1972. IT IS CONCLUDED THAT IN THE STATES STUDIED PROGRAMS AND PROJECTS APPEAR TO BE RELATED TO TARGET NEEDS, BUT THERE WAS NO APPARENT WAY TO ASSESS THE IMPLEMENTATION OF THE GOALS AND OBJECTIVES. A SUMMARY DESCRIPTION OF EACH PROJECT IS INCLUDED BY STATE, AND THE FUNDING AMOUNTS ARE LISTED.
