REPORT OFFERS SUGGESTIONS ON STEPS THAT CAN BE TAKEN TO INCREASE THE NUMBER OF DETAINEES WHO CAN BE RELEASED ON THEIR OWN RECOGNIZANCE (ROR).
Abstract
A PILOT ROR PROGRAM ALREADY EXISTED IN THE CLARK COUNTY PUBLIC DEFENDER'S OFFICE PRIOR TO THIS STUDY. IT WAS STAFFED BY FIVE VISTA VOLUNTEERS. IN NORTH LAS VEGAS FROM NOVEMBER-DECEMBER 1971, THERE WAS A 30-36 PERCENT NO SHOW RATE FOR DEFENDANTS WHO WERE RELEASED. THIS STUDY RECOMMENDS FORMALIZING A PERMANENT ROR PROGRAM AND FORMING AN ADVISORY BOARD COMPOSED OF REPRESENTATIVES FROM THE VARIOUS AGENCIES WITH WHICH THE ROR PROGRAM WILL INTERACT. IT FURTHER SUGGESTED VISITING COUNTY JAIL PRISONERS TO INTERVIEW THEM ABOUT THEIR ELIGIBILITY FOR RELEASE ON THEIR OWN RECOGNIZANCE....BS
